ACIF Code Guidelines for Local Government
There is often considerable concern in the community about mobile phone infrastructure. Additionally, councils don't always understand what their role is in liaising with communication carriers wishing to establish infrastructure in their jurisdiction.
To address some of these issues, URPS was engaged by the Mobile Carriers Forum (MCF) to undertake the 'Australian Communications Industry Forum (ACIF) Code Guidelines for Local Government' project.
The project involved developing guidelines and associated documentation to:
- assist councils to understand, respond to, and participate in, the ACIF Code process.
- streamline council involvement and workload in relation to carrier siting processes.
All mobile phone carriers must now conform to the ACIF Code, which addresses issues including the precautionary approach, community consultation, health and safety, and complaints.
The project produced an easy-to-read package of information which interprets the ACIF Code, including:
- ACIF Code guidelines, which summarise and interpret the ACIF Code into understandable information and clearly identify councils' role and responsibilities
- checklists to assist councils to determine what to do when they receive notification from a carrier under the ACIF Code
- pro forma response letters to be used in responding to carriers
- 'Frequently Asked Questions'
- useful definitions and abbreviations
- sources of information and contact details
